SOURCES SOUGHT ANNOUNCEMENT / INDUSTRY DAY FOR SENTINEL UTILITY CORRIDOR AT MALMSTROM AIR FORCE BASE, MONTANA

The U.S. Army Corps of Engineers Omaha District is conducting market research via a Sources Sought Announcement, solicitation number W9128F26SM024, for the Sentinel Utility Corridor project at Malmstrom Air Force Base, Montana. This project supports the Ground Based Strategic Deterrent system by replacing the existing Hardened Intersite Cable System with approximately 1,750 to 2,225 miles of new utility and communications infrastructure. The scope includes the installation of microducts and manholes at a minimum depth of 6 feet, as well as complex crossings of railways, rivers, and roadways. The effort also requires comprehensive environmental and cultural support, including permitting and Supplemental Environmental Impact Statements. The government intends to utilize a Progressive Design-Build approach under an Other Transaction Agreement authorized by 10 U.S.C. § 2808a, with an estimated project magnitude between $1.4 billion and $2.0 billion. Funding is expected to be incremental from FY29 through FY33, with a projected completion around 2035. Selection will be based on a Qualifications Based Selection process focusing on team composition, past relevant experience, and innovative problem-solving rather than price.
